$2.7mn culture center sits idle as damage appears in north-central Vietnam

A culture center costing nearly VND70 billion (US$2.7 million) in Ha Tinh Province, north-central Vietnam has remained unused for more than a year after construction was completed, with parts of the facility now showing signs of deterioration and vandalism.
