Should Latvia have zero tolerance of drunk driving?

Should drivers in Latvia be banned from driving even after drinking a very small amount of alcohol? Should the permissible per mille threshold of blood alcohol be zero, or as close to it as possible, as many experts suggest? Those were the questions asked this week by Latvian Television's Forbidden Method topical programme.
