Estonia planning to send 'substantial number of locomotives' to Ukraine

Estonia is planning to send a "substantial number" of locomotives to Ukraine to help replace those destroyed by Russia, Minister of Foreign Affairs Margus Tsahkna (Eesti 200) has said.
